No, it doesn't mean that some escaped convict is going around gluing mailboxes shut. You have probably noticed on some of the mailers that show up in your mailbox, a small dab of glue. You know, that funny-looking and felling glue. While the glue is strong enough to hold the mailed piece closed during the trip through postal machines and handling, its flexible and removable enough that it opens easily when you want it to. Since it doesn't thoroughly penetrate the paper fibers, it removes with minimal tearing and removal of any printed image.
This is called "fugitive" gluing because it gets away "clean". It is accurately applied with special equipment at the same time the piece is being folded. This makes the process very cost-effective as it doesn't require a separate process. Wow, this already sounds better than those ugly white tabs you get at the post office, doesn't it.
